The East of England stands at the forefront of the UK’s offshore wind sector with 3.6GW already operational and a further 10GW of projects in the pipeline. The region is central to the UK’s 2030 target of delivering 50GW of offshore wind, but meeting that ambition calls for more than just turbines and consents.
It will require people with the right skills, in the right place, at the right time.
That is what the EastWind Offshore Wind Workforce Forecast explores. Produced by Opergy, using the Energy Skills Intelligence Hub, the report gets to the heart of what is needed to deliver the EastWind pipeline, looks at the risks of inaction, and the steps we can take now to build a skilled, future-ready workforce.
Workforce Needs for Offshore Wind in the East of England
Major projects, such as the East Anglia Hub, North Falls, Vanguard East & West, Boreas, Five Estuaries, Sheringham Shoal and Dudgeon Extensions are set to drive growth in demand in the offshore wind workforce.
The most intensive demand occurs between 2026 and 2029, when multiple projects move into construction and commissioning, as the below figures highlight:
EastWind Scope (2024-2030):
- 2024: 3,608 jobs
- 2029 (peak): 11,167 jobs
- 2030: 10,182 jobs
- Net increase: Over 6,500 new roles
The offshore wind workforce challenge is not theoretical. Addressing the scale and complexity of the challenge in the East of England requires a coordinated effort across government, industry and the education sector.
Otherwise, we risk:
- Projects facing delays or inflated costs.
- Employers potentially needing to import labour.
- Local people missing out on opportunities.
- Regional supply chain growth stalling.
